Exchange Notice and Employer Communications Webinar
The Affordable Care Act has generated significant excitement regarding the health care coverage options available through the ACA’s health insurance exchanges, or marketplaces.  The Department of Labor issued Technical Release 2013-02 , which provides temporary guidance for employers on notification to employees about coverage options in exchanges or health insurance marketplaces.  Employers must notify current employees of availability of health exchange coverage options by Oct. 1. They must also begin notifying new employees upon hire starting on Oct. 1.

This webinar is intended to provide an overview of DOL’s guidance on notification to employees of Exchange coverage options. The DOL Employee Benefits Security Administration released on May 8, 2013, the technical release and model notice for employers. The technical release also included an updated model notice for group health plans for coverage continuation under the Consolidated Omnibus Budget Reconciliation Act (COBRA).

Learning Objectives
  • Attendees will gain a complete understanding of the ACA provisions requiring that notification of exchange coverage be provided to all employees.
  • Attendees will learn the structure and capabilities of the Fair Labor Standards Act, Section 18B, as added by ACA, which requires applicable employers to notify current employees about the health insurance marketplace.
  • Attendees will gain insight into how potential communications breakdowns can raise risks to employers under ERISA.
  • Attendees will gain insight into the administrative requirements of Technical Release 2013-02, and the options for filling out the forms required to be provided to all employees.
