As part of its COVID Relief Bill, Congress included what is being called the “No Surprises Act.” This act, which is in reality an amendment to the existing Public Health Service Act, purports to combat balance billing and protect patients from exorbitant out of pocket health care costs. Immediately following its introduction, the health benefits industry was abuzz, questioning its impact on reference based pricing programs, narrow networks, and any other plan that applies all but the largest network methodology.
